Digital management system for public works evaluation
the Brazilian e-Obras platform case study

Goal: To develop an evaluation framework for public works management systems and apply it to assess the performance of the e-Obras platform.
Design / Methodology / Approach: The Delphi method was employed to develop the Public Works Management System Checklist (PWMSC). The checklist was subsequently applied to the e-Obras platform to evaluate its performance across key management dimensions, including cost, schedule, scope, quality, environment, and occupational health and safety.
Results: The PWMSC proved to be an effective assessment framework. The e-Obras platform demonstrated high compliance with cost (93%), schedule (86%), and scope (100%) indicators; however, it showed no compliance (0%) with quality, environmental, and occupational health and safety indicators. These results indicate strong support for the traditional project management triad, while revealing critical shortcomings in complementary performance dimensions. Opportunities for improvement include strengthening control mechanisms, standardizing contractual change justifications, and enhancing KPI visualization and monitoring capabilities.
Limitations of the investigation: The analysis was limited to a single platform, which may restrict the generalizability of the findings. Furthermore, the checklist validation was based on expert judgment obtained through the Delphi method.
Practical implications: The PWMSC provides a practical framework for evaluating and improving public works management systems, supporting decision-making and promoting the integration of quality, sustainability, and safety considerations into digital management platforms.
Originality / Value: This study proposes a novel evaluation framework that extends beyond the traditional cost–schedule–scope triad by incorporating quality, environmental, and occupational health and safety dimensions into the assessment of public works management systems.
